Description

The Dartmouth campus is planning major energy infrastructure renewal capital projects over the next 10-plus years to transition the campus to a low carbon energy future.  These projects include: converting existing building heating systems from steam to low-temperature hot-water heating in more than 100 buildings and totaling more than five million square feet; replacing the campus steam distribution network (approximately five miles of steam and condensate distribution) with a low temperature hot-water distribution network; and transitioning campus heating and cooling generation plants to low carbon plants utilizing heat pumps, geo-exchange systems, solar hot water systems, thermal storage, and other low carbon technologies.  
 
The current Engineering and Utilities department within Campus Services, which oversees engineering of existing and new building and utility systems throughout campus, is planned to grow to direct and support these projects. This position will be responsible for providing day-to-day engineering design management of the energy infrastructure renewal projects and will supervise in-house mechanical and electrical engineers in the department supporting the work. The Engineering Design Manager will report to the Director of Engineering and Utilities, and will work closely with the Project Management Services group to plan the projects, and oversee engineering consultant/contractors designing and executing the work.  This position also works with facility managers, users, and other stakeholders throughout the campus.   
 
Dartmouth’s Campus Services Division is responsible for planning, design, construction and operation of Dartmouth’s buildings, campus landscape and infrastructure. Dartmouth’s facilities include over 5 million square feet of space in 165 buildings. These facilities serve over 5,600 students and 5,000 faculty and staff in a variety of academic, research, administrative, athletic, and residential spaces.

Key Accountabilities
Engineering Design Management 
  • Working closely with the Director of Engineering and Utilities and Project Management Services Group, assists with overall planning and implementation of energy infrastructure projects.  
  • Provides engineering design direction and oversight for low carbon transition projects, including existing building renovations/conversions, new building designs, new hot water, chilled water, and electrical distribution, and low carbon heating and cooling generation plants.  Manages growing group of in-house mechanical and electrical engineers assisting with this work.
  • Develops written programs for projects, including developing the mechanical/electrical/ plumbing system basis of design, impact on operations, evaluates options and recommendations, decides upon final system selection, reviews design and construction documents, inspects installations, and oversees commissioning process for mechanical/ electrical/ plumbing systems throughout campus.  Prepares cost estimates on projects and performs life cycle cost analysis on specific systems. 
  • Prepares Requests for Proposals to select outside engineering consultant/contracting firms.  Evaluates proposals with others in Campus Services to award the work. 
  • Engineering Design Manager and staff, working closely with Project Management Services Group where applicable, monitors and approves the activities of engineering consultants and contractor personnel and services in assigned area of responsibility as required to assure that satisfactory and acceptable designs, installations, performance standards, and other services are maintained.  Within area of responsibility, accepts projects as complete on behalf of the institution.
  • Periodically updates and maintains campus Design and Construction Guidelines related to quality of work and equipment selection for mechanical/ electrical/ plumbing systems.
  • Engineering Design Manager and staff provides technical support to FO&M Operations group, including planning maintenance and renewal needs for campus mechanical/ electrical/ plumbing systems, and troubleshooting and resolving MEP system operational issues. 
  • Working closely with engineering and operations staff, ensures compliance with applicable federal, state, and municipal codes and regulations as they relate to facility design and operations under the engineering groups’ responsibility. 

Staff Management 

  • Guides and gives technical and managerial assistance to subordinate employees in the performance of their duties.
  • Responsible for management issues for staff, including individual and group behavior, diversity and sensitivity, team building practices, hiring, discipline, and performance evaluations and rewards. 
  • Collaborates with the Director of Engineering and Utilities to ensure consistent and equitable personnel administration of policies and objectives among staff. 
  • Works with Campus Services Financial Office to ensure appropriate fiscal, procurement, and resource administration within area of responsibility. 
  • Serves as a role-model, advocate, and mentor to direct reports and staff. 
  • Creates and sustains an environment that fosters teamwork, excellence, respect, accountability and diversity.

Required Qualifications - Education and Yrs Experience

Required Qualifications - Skills, Knowledge and Abilities
  • Registered Professional Engineer
  • BS in mechanical or electrical engineering or the equivalent. 
  • 10+ years of experience in design and construction of institutional facilities similar in size, scope, and complexity to the College, including buildings, utility distribution systems, and utility plants. 
  • Demonstrated engineering organizational and managerial experience, including the ability to balance multiple priorities in a fast paced environment.
  • Must hold a valid driver’s license and be qualified under the terms of the Dartmouth College Driver Safety and Motor Vehicle Policy.

Preferred Qualifications

  • Experience in a college or university environment is strongly preferred.
  • Knowledge of and experience with low carbon design strategies, including low temperature hot-water building conversions, low temperature hot-water distribution systems, heat pump chiller plants, geothermal/ geoexchange, solar hot-water systems, and thermal storage systems.
  • Strong knowledge of International Building Code, and experience working with authorities having jurisdiction for compliance requirements. 
  • Excellent supervisory and interpersonal communications skills. 
  • Ability to relate well to diverse group of constituents and to build strong relationships within and among those groups. 
  • Flexible and diplomatic management style that empowers staff, sets high expectations, and holds department colleagues accountable. 
  • Strong service orientation and a demonstrated desire to continually improve the services and operations of an organization.
